Basis for Source Determination:
On October 1, 2019, the new Microsoft Dynamics 365 Finance and Operations financial software (Microsoft D365) was implemented. HRT now requires support to continue to meet and fulfill key high-level service obligations including the following: (i) enhance overall performance and efficiency in delivery of application enhancements, service requests, and incident and problem management; (ii) remain positioned for on-going or new critical items for the Agency; (iii) provide guidance based on best practices in supporting HRT in planning and executing critical and time-sensitive processes; (iv) continually ensure processes are standardized to industry best practices and gain access to world-class capabilities; (v) support HRT via the appropriate application support approaches; and (vi) continuously improving delivery of IT services for the system and release management. Integrated with Microsoft D365 is Crowe’s Transportation Accelerator, which provides enhanced functionality for Transportation customers. This enhanced functionality supports HRT with the ability to effectively manage needed Financials and Inventory processes. Crowe has the needed intimate insight to Microsoft D365, their Transportation Accelerator, and HRT’s Business objectives to continue support of the agency. In order to allow for continuity of services, it is imperative for HRT to retain the services of Crowe resources currently assigned to HRT.

Dikita Enterprises conducted in-person ride checks in 2024 to collect ridership data for bus as well as light rail routes at HRT. Ridership data collected by the Dikita team was used to validate APC data and to get the APC data certified for NTD (National Transit Database) reporting. Dikita's team is familiar with HRT routes, data, operations, and the data collection and validation process.

Additionally, Arcadis possesses intimate knowledge of HRT’s fare collection and the mobile fare project background, vision, and requirements for its implementation. This critical knowledge has been gained through work completed on previous fare assessment phases beginning in 2016, and through subsequent efforts supporting mobile fare workshops, requirements development, and serving as advisors through the procurement process.

Urban Transportation Associates, Inc. is the sole provider with an Automatic Passenger Counting (APC) data interface specifically supported by the TransitMaster CAD/AVL system utilized by HRT. TransitMast CDL/AVL system provides the data needed for National Transit Database (NTD) reporting as established by the Federal Transit Administration (FTA). The system includes all necessary onboard hardware to collect ridership and geolocation data from the Light Rail Vehicles (LRV).

The TransitMaster CAD/AVL System is proprietary to, and provided exclusively by, Vontas. Due to the specific requirements of this solicitation, full and open competition was not a feasible method of procurement.
