Noelle Pinkard is the Organizational Advancement Officer at Hampton Roads Transit (HRT). She leads the agency’s strategic planning, government relations and advocacy efforts at the local, state, and federal levels. Prior to joining HRT, Noelle worked for members of the United States Congress and the Virginia General Assembly. She has spent the bulk of her government relations career advocating for increased public transportation funding for the Hampton Roads region.
Noelle is a graduate of Regent University School of Law. She also holds two master’s degrees in business management from Wilmington University: one in public administration and the other in human resource management. She graduated from Virginia Wesleyan University with a Bachelor of Arts degree in American History.
Noelle serves on several transportation related boards including: the Virginia Transit Association, the Conference of Minority Transportation Officials (COMTO) Hampton Roads, Women in Transportation Seminar (WTS) Hampton Roads, and the national Bus Coalition.
In addition to her full-time role at HRT, Noelle is an adjunct college professor teaching business management and paralegal studies. She currently resides with her family in Virginia Beach, Virginia.
