Conner Burns was named Chief Financial Officer of Hampton Roads Transit and Commission Treasurer in February 2018. He has full and complete fiscal responsibility of the Agency, and serves in a leadership role with the overall strategy and direction of the Agency, as well as the day to day governance and administration.
He provides direct supervision to accounting, finance, procurement and revenue collection. He manages/leads lender relationships and supports a variety of vendor negotiations and procurement, including equipment, maintenance, software and risk associated insurances, and is responsible for working with Federal, State and Local governments, their officials and elected representatives regarding the improvement and revenue generation of the Agency.
Prior to HRT, Burns was the Chief Financial Officer of Capital Area Transit System, the Regional Transit Authority for Baton Rouge, LA and the surrounding parishes. During his four-year tenure, he lead the renewal of the Agency to fiscal stability, accountability and implemented a sustainable, long-term bus replacement strategy. Prior to CATS, Burns was self-employed as an operational strategist and turnaround specialist. A native of Natchez, MS, he holds degrees from Louisiana State University (Masters of Science in Finance) and Mississippi State University (Bachelor of Business Administration in Transportation).
