Angela Glass was named acting Chief Financial Officer for Hampton Roads Transit in December 2025.
Glass oversees the departments of finance, budgeting, procurement, and revenue. She joined HRT in August 2012, and has served as Operations Budget Manager, Finance Manager, and Director of Budget and Financial Analysis.
As Director of Budget and Financial Analysis, Glass developed and administered HRT’s operating and Hampton Roads Regional Transit Fund budgets, and contributed to the development of the agency’s Capital Improvement Plan.
Glass developed best practices for project management and is a subject matter expert on cost allocation agreement, leading HRT in its Covid-19 pandemic finance strategy.
Prior to joining HRT, Glass spent over a decade with the City of Hampton, managing a multi-million-dollar general fund account and overseeing revenue bonds for major regional landmarks like the Hampton Roads Convention Center and Air and Space Museum.
Glass earned a bachelor’s degree in Business Administration in Finance from the College of William and Mary.
