Job Summary

Develops, implements, and promotes regional Transportation Demand Management (TDM) programs to area businesses, military installations and universities. Establishes and supports Employee Transportation Coordinators at work sites where applicable. Responds to customers’ concerns and service requests.

Essential Job Functions

  • Meet monthly, quarterly, and annual regulatory or program requirements as established with Program Manager and collaborate with larger team, as necessary to achieve organizational goals.
  • Researches, evaluates and monitors employer(s) transportation accessibility in community.
  • Develops listing of prospective clients for initial TDM contact. Initiates contact with respective employer or command through CEO, President, Human Resource Manager or Command representative regarding the establishment of employer-based TDM programs. Develops and implements appropriate action plan.
  • Meets with employers, military commands, universities and government officers and staff to promote interest and participation in employee commuter programs. Establishes and trains Employee Transportation Coordinator (ETCs) at employment sites where appropriate.
  • Plans, organizes and implements employer based programs that encourage use of alternatives to single occupancy vehicles.
  • Implements on-site promotional programs.
  • Conducts research to develop and implement employer-based transportation programs; identifies base line (mode split) and tracts results of transportation alternatives put in place based conclusions and recommendations of research.
  • Monitors and evaluates employer-based TDM programs.
  • Development of Bike Share Program within TRAFFIX service area.
  • Expand Bike to Work Program; establish bike repair station locations, bike lockers, bike racks.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
  • Responsible for maintaining a general awareness of HRT’s EMS.
  • Responsible for handling all related job responsibilities in accordance to HRT’s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan.

  • Demonstrated project implementation and critical path skills with fast moving, high volume, time sensitive environment with internal and external stakeholders.
  • Ability to comprehend, analyze, evaluate and communicate in writing and/or orally technical information to non-technical audiences.
  • Strong client management and customer service skills.
  • Ability to develop and present persuasive information to groups; public speaking experience.
  • Ability to work under pressure, organize work assignments, set priorities and meet deadlines.
  • Ability to act in a tactful and diplomatic manner and work on sensitive issues with diverse group of individuals.
  • Must be able to work independently and as part of a team, have strong collaboration skills and sense of responsibility.

Required Software Knowledge and Skills essential to Job Functions

Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Qualifications

Training and/or Education

Bachelor’s degree in Business, Communications, Marketing, Planning, Public Administration or other related field, a minimum of 2 years of college or at least 5 years in a Sales and/or Marketing role

Required Experience

Two years experience in client management, sales, public relations or other related field. Demonstrated interest in the field of alternative transportation; previous experience implementing transportation demand management strategies preferred.

Licenses or Certificates

Virginia Driver’s License

Special Requirements

  • This position is classified as non-essential personnel.
  • Must be able to pass federal government background screening process for local military installation access.

Work involves meeting multiple demands on a timely basis. Duties may require some seasonal overtime. Work involves some evening and weekend work for public speaking engagements and promotions.
